MITRE has an exciting opportunity to provide leadership of the newest DoD cyber initiative called the Joint Cyber Command and Control program. This global effort will provide decision makers, planners, analysts, and operators with unique capabilities, which will result in beneficial collaboration between DoD, coalition, and interagency partners. Thus, this position is for an experienced thought and technical leader who will:

  • Ensure that the right staffing skill mix and resources are brought to bear on the project.

  • Proactively engage with staff direct supervisors to help set outcome‐based performance goals and provide regular and constructive performance feedback/inputs for staff as appropriate.

  • Work with portfolio leadership to align and support cross‐portfolio initiatives with project resources as appropriate.

  • Collaborate with technical center and program technical directors across MITRE to identify technology trends and emerging products that would strengthen project work program.

  • Support the Portfolio and Program Division team in shaping the joint cyber community command and control vision and strategy.

  • Develop trusting working relationships with sponsor, stakeholders, and contractors supporting the work program. Engage with each of them to shape desired project outcomes and to define the project’s work program (activities, deliverables, and outcomes).

  • Establish appropriate project reviews to ensure technical quality and product delivery.

  • Define, develop, and execute day‐to‐day project work plan with specific work‐shaping objectives, deliverables, and outcomes consistent with the portfolio work plan.

  • Identify and manage project risks (e.g., delivery and funding).

Qualifications

Minimum Qualifications:

  • Bachelor's Degree in Computer Science or Computer Engineering or similar field and 8 years of experience. Demonstrate an ability to apply advanced principles, theories, and concepts comparable to those obtained with a Master's degree in a relevant field of study.

  • Comprehension of the missions, domains, and challenges of MITRE customers and ability to produce deliverables-including definition, completion, and technical quality.

  • Experience in the development of Prototypes/Proof of Concepts to address programmatic high technical risks and operational concepts.

  • Understanding of command and control and its applicability to the cyber joint community.

  • Leadership of a team that developed or acquired technologies to support DoD defensive or offensive cyber operations.

  • Experience in supporting a DoD sponsor in obtaining government ownership of the technical baseline.

Preferred Qualifications:

  • Experience in hands-on agile software development and DevOps.

  • Understanding of cyber mission areas, environment and critical challenges to them.

  • Knowledge of Situational Awareness /Situational Understanding Data environment as applied to cyber work force and command and control nodes.

  • Knowledge of Model Based Systems Engineering (MBSE) and how it supports acquisition and engineering efforts.

  • Experience with Battle Management technology as applied to cyber mission forces.

  • Knowledge of multi-domain operations in the DoD environment.
