Description

The Naval C4I portfolio is seeking a Portfolio Manager to be directly accountable for the successful development and execution of the Naval C4I program area of the Naval Portfolio’s work program that achieves specific customer-focused objectives and outcomes.

  • Supports the portfolio director by providing specific customer/program knowledge and expertise

  • Develops close working relationships with customer counterparts, serving as a trusted advisor

  • Supports the portfolio’s customer value analysis and strategy development

  • Develops and shapes a work program to achieve specific mission outcomes

  • Identifies strategic work-shaping opportunities consistent with portfolio strategy

. Creates cross-portfolio efficiencies by exchanging ideas, information, and products with other Portfolio Managers, thus bringing new capabilities to bear in the Naval C4I portfolio.

  • Supports the portfolio leadership team’s development of financial projections and manages business risk, both technical and financial

  • Collaborates with program divisions and technical centers to leverage related activities and strengthen use of shared resources and re-use of existing products

  • Ensures that customer strategic outcomes, milestones and accomplishments are understood by all staff supporting the portfolio /program area

Qualifications

Qualifications:

  • Value Delivery – Able to define goals and supporting outcomes aligned with customer priorities and ensures value proposition is delivered.

  • Customer/Stakeholder Engagement – Understands status of customer relationships and priorities of senior Department of the Navy FFRDC sponsors. PEO C4I, SPAWAR, SSCPAC, acquisition domain, and customer knowledge is helpful in developing these trusted relationships. Able to build and sustain trusting relationships with customer and stakeholders (academia, industry, etc.) in line with portfolio strategy while maintaining an objective perspective.

  • Program Area Stewardship –Able to define program area strategy and effectively execute against strategy in line with MITRE goals.

  • Apprenticeship and Team Development – Committed to active feedback throughout the program area and portfolio.

  • Leadership and Presence – Assume responsibility and accountability for customer outcomes.

  • FFRDC Difference – Able to provide objective solutions and recommendations to customer challenges.

  • Technical and Thought Leadership - Serves as champion for potential transformational changes.

BS in a related field and a minimum of 16 years experience.
