The Center for Programs and Technology (CPT) is seeking a Technical Director (TD) for the Homeland Security Programs Division, P170. Homeland Security supports some of the most challenging elements of the DHS mission which include preventing terrorism, protecting critical infrastructure, preparing and responding to disasters, enforcing immigration laws and protecting our borders.

The Homeland Security Center TD reports to the CPT VP, Public Sector Programs and is fully accountable to the VP and Director for the Homeland Security Systems Engineering and Development Institute (HSSEDI) FFRDC for aligning the workforce to deliver value and impact to the Portfolios' work program and for the strategic shaping of the workforce to support future work program needs. In addition, the TD will be responsible for identifying, securing and building strategic partnerships to develop and deliver on a cross-MITRE strategic integration agenda that aligns with the MITRE Public Sector strategy.

The TD will be responsible for working in close partnership with HLSC Department Heads, Portfolio Directors, Portfolio Managers, HLSC Chief Engineer, and Project Leaders and willapply knowledge of sponsor domain to identify annual HLSC outcomes and “big ideas” to advance the missions of DHS as well as:

  • Lead the planning and execution of the work program

  • Ensure the technical quality of work products

  • Shape the workforce to deliver high-value, high-impact work, including ensuring that staffing levels are maintained for critical skills and that the right people are placed in the right jobs

  • Attract, develop, and retain exceptional talent

  • Ensure that the Homeland Security Program division is able to respond to new and emerging threats and opportunities

  • Continuously make connections among different project activities in the HLSC work program and across MITRE to strengthen MITRE’s overall value to DHS outcomes and ensure mission impact

  • Lead Public Sector Programs (PSP) to develop and deploy cross-agency solutions to secure the homeland

  • Work across MITRE to establish annual cross-agency initiatives to improve homeland security, which supports MPS/HLSC strategic objectives

  • Build relationships, networks, and potentially new organizational constructs across MITRE that drive cross-sponsor approaches that increase the value of the FFRDC Platform to improve HS

  • Leverageexisting projects and work with portfolios on defining new projects that will support the cross-agency initiatives.Integrate results and recommendations across projects to support consist cross-agency actions that will improve the effectiveness and efficiency of HS missions.

  • Collaborate withleadership from other Portfolios, Program Divisions and Technical Centers to leverage talent, technical expertise and an interoperability platform

  • Required Qualifications

- Leadership experience as a at the senior staff level within a division or portfolio level and with proven track record of sponsor focus and strong employee engagement.

- Demonstrated ability to build and shape a technical work program through collaborative and effective partnership with other portfolios, other program divisions, and technical centers.

Preferred Qualifications

Technical Directors must demonstrate the highest levels of technical, management and business development skills. They must be expert in the technologies their divisions are engaged in and must have in depth understanding of their customer's applications as well as how MITRE can best support the customers' critical needs. Prior leadership experience across both program/portfolio and technical center organizations is preferred.

Minimum Qualifications:

Bachelor’s Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 15 years of related experience. The candidate will demonstrates the ability to operates effectively at high levels within customers' and potential customers' organizations, recognizing and following through on opportunities in new areas and/or with new customers.
