MITRE has an opening for a government Contracts professional responsible for all aspects of contract negotiation, management and administration supporting the Homeland Security Center (HLSC) Homeland Security Systems Engineering & Development Institute (HSSEDI) Federally Funded Research and Development Center (FFRDC) and supporting other contractual engagements that support MITRE’s strategy.

Responsibilities include:

  • Provide cradle-to-grave contract administration expertise on HLSC and other government agency task orders under MITRE's HSSEDI FFRDC contract, as well as direct contract engagements with state, local, non-profit and commercial entities that align with MITRE’s corporate strategy.

  • Engaged business partner providing agile, responsive, decisive advice and counsel on implementing diverse and innovate new contracting strategies. Recommend innovative solutions and contract models that contribute to MITRE’s good growth.

  • Consistently exercise independent judgment and discretion in planning activities and solving complex contract issues, with a focus on clear communications and relationship management with internal and external stakeholders.

  • Cultivate strong internal partnerships with colleagues, management, program/portfolio leadership and stakeholders. Represent MITRE to external organizations, both federal and non-federal, building trusted relationships.

  • Develop (through participation with program and financial representatives), review, submit and negotiate technical and cost proposals leading to award of successful contractual agreements.

  • Participate proactively on corporate business initiatives that impact contract management

  • Define, interpret, and implement corporate policy as related to contract commitments and performance.

  • Identify, track, mitigate and resolve risk issues

  • Review work descriptions applying contracting expertise and technical understanding of MITRE’s competencies and strategy to determine appropriateness of work.

  • Provide timely input into contract data management systems in response to awards and modifications.

  • Provide timely and responsive generation and negotiation of supporting contractual documents, such as non-disclosure agreements, software evaluation, license agreements and public release requests.

  • Provide contractual and business recommendations to technical staff regarding proprietary information, patent disclosures, intellectual property and other contract issues

  • Review and manage Contract Performance Review Assessments (CPARs)

  • Process Freedom and Information Requests (FOIAs) and Congressional Inquiries.

  • Work closely with Finance in managing account receivables, unbillable and rate variance adjustments.

  • Work with Close-out team to ensure proper close-out of Task Orders.

  • Promote the MITRE strategy and value internally and externally

Qualifications

Bachelor's degree in Business Administration, Finance, Accounting or related field.

8-10 years of experience in contract negotiation/administration, preferably specializing in contracts. Experience may be substituted for degree.

  • Strong working knowledge of in U.S. Government contract laws and regulations.

  • Experience working with multiple contract types (FFP, T&M, Cost Reimbursable, etc.).

  • Submitted proposals and negotiated contracts with State, Local, non-profit and commercial institutions.

  • Experience working with Federal Grants.

  • Ability to work in consultation and partnership rather than formal supervision.

  • Excellent customer service skills, with ability to initiate and foster collaborative relationships both internally and externally.

  • Demonstrated strong verbal and written communication skills

  • Strong working knowledge of Microsoft office applications in a Windows environment.

  • Demonstrated ability to make informed decisions, manage and prioritize workload and meet deadlines independently.
