MITRE’s Health Transformation Technical Center is dedicated to improving healthcare through strategic and technology-based transformation. We advise federal agencies through all phases of evolution of their healthcare transformation, from high-level strategic planning to program acquisition and oversight.

As part of its work program with a variety of Department of Health and Human Services (HHS) divisions, MITRE is increasingly providing support to programs that are providing support to vulnerable children and families. This has included:

  • Development and evaluation of child welfare and family support programs

  • Technical assistance for states and other grantees managing funds from the Administration for Children and Families (ACF) and other Federal agencies focused on child and family health and wellbeing

  • Predictive analysis related to emerging child welfare issues and interventions

We are seeking candidates with expertise in human and social services, child welfare, early childhood education, maternal-child health or similar/related domains, who can support program development and evaluation, analytical activities, participate in work shaping efforts, and lead and support project work that has a focus on vulnerable children and their families. The candidate best suited for the position will be a systems thinker who can thrive in a highly dynamic environment, easily performing independent work, as well as working comfortably in team settings. The position could include strategic and tactical planning, interfacing with customers, project management, and interactions with both public and private sector entities in advising Federal health and human service sponsors on a portfolio of child and family health and wellbeing projects.

Key Functions:

  • Deliver strategic advice and counsel to ACF, and other Federal and local agencies for the advancement of child welfare and family support programming

  • Provide technical assistance to states as they develop strategies and implementation plans consistent with best practices in the field of child welfare program sustainability and systems change

  • Provide strategic program analysis of programming to identify opportunities to more effectively serve children and other constituents

  • Lead and or contribute to program evaluation planning and assessment activities for federal programs focused on vulnerable children and their families

  • Develop working relationships within MITRE across all levels of staff, management and executives to leverage the Corporation’s deep experience across a broad set of domains

Qualifications

Required Skills: The candidate will demonstrate the following:

  • Graduate degree in health and human services-related field

  • At least 5 to 10 years’ experience supporting ACF offices/bureaus or other agencies supporting child wellbeing and family support programming (e.g., HRSA, CDC, etc.) or providing leadership to related state/local programming

  • Experience providing technical assistance to states or other grantees participating in child welfare or family services programs

  • Led or conducted complex, program evaluation focused on child welfare programs

  • Demonstrated ability to work with diverse stakeholders and collaborate on innovative and effective strategies, policies and quality measures that will improve services to children and families

  • Excellent written and oral communication skills, including the ability to clearly communicate analyses and findings to various stakeholders

  • Ability to work with interdisciplinary teams

  • Ability to juggle multiple projects simultaneously in a fast-paced environment

Preferred Qualifications:

  • Ph.D. in child and family studies, public health, developmental psychology or a related field

  • Specific training and experience in program evaluation and implementation

  • Experience in briefing senior government officials on child welfare/family support topics
