MITRE has an opening for a government contracts manager responsible for all aspects of contract negotiation, management and administration for the MITRE National Public Sector (MPS), specificallysupporting MITRE’s Center for Judicial Informatics, Science and Technology (CJIST) Judiciary Engineering and Modernization Center (JEMC)Federally Funded Research and Development Center (FFRDC)sponsored by the United States Federal Judiciary. In addition, this position will supportMITRE’s Center for Enterprise Modernization (CEM) FFRDC co-sponsored by the Internal Revenue Service (IRS) and the Department of Veteran’s Affairs (VA), as well as, new business initiatives.
The position requires the ability to be a strategic partner to the Company’s leaders and business support teams and to provide creative and thoughtful solutions to business needs while protecting the Company’s interests.
Provide cradle-to-grave contract administration expertise on the JEMC FFRDC Contract, task orders with other government agencies under the CEM FFRDC contract, as well as direct contract engagements with state, local, non-profit and commercial entities that align with MITRE’s corporate strategy.
Actively managing and facilitating excellent relationships with the JEMC Contracting Officer (CO) and other agency COs.Represent MITRE to external organizations, both U.S. Government and non-U.S. Government, building trusted relationships. Cultivate strong internal partnerships with colleagues, management, MITRE leadership and stakeholders.
Acts in partnership with MITRE senior leadership, providing agile, responsive, decisive advice and counsel on implementing diverse and innovate new contracting strategies. Promotes innovative contracting strategies and new business models that support MITRE’s good growth.
Proactively guides business planning activities as an integral and engaged member of the management team
Negotiate at the Agency and/or senior stakeholder level to fulfill MITREs best interests
Identify and mitigate risk
Consistently exercise independent judgment and discretion in planning activities and solving complex contract issues, with a focus on clear communications and relationship management with internal and external stakeholders.
Works collaboratively across the JEMC FFRDC with other FFRDC Contracts Managers to align goals and mission needs
Generates and negotiates supporting contractual documents, such as, but not limited, to data use agreements, non-disclosure agreements, software evaluation, license agreements and public release requests
Applies contracting expertise with a technical understanding of the FFRDC’s mission needs to answer unusual and difficult contracts questions; Integrates knowledge from other disciplines. Uses thought leadership to develop and champion solutions to overcome obstacles
In response to strategic initiatives and other business drivers, initiates relationships with significant customers and serves as primary interface for senior and executive level procurement officials. Understands and works toward trust and successful outcomes of professional relationships
Tracks and communicates trends in Government contracting and provides guidance to leadership
Leads Contracts Management Office business initiatives that align with Contracts Director’s goals
Define, interpret, and implement corporate policy as related to contract commitments and performance.
Provide timely input into contract data management systems in response to awards and modifications.
Strong working knowledge in U.S. Government contract laws and regulations
Experience submitting proposals and negotiating contracts with State, Local, non-profit and commercial institutions.
Experience working with Federal Grants
Demonstrated ability to make informed decisions, manage and prioritize workload and meet deadlines independently
Excellent customer service skills, with ability to initiate and foster collaborative relationships both internally and externally
Demonstrated strong verbal and written communication skills
Strong working knowledge of Microsoft office applications in a Windows environment
Oracle Financials Experience
Working knowledge of FFRDC governance documents (i.e. Sponsoring Agreement)
- Bachelor’s degree and 10-plus years relevant work experience

Travel: Will require overnight travel up to 5% of the time.
