MITRE’s Center for Acquisition and Management Sciences (CAMS) provides solutions for our nation’s complex challenges with innovative acquisition strategies, risk and program management, and data-driven cost and business analytics. We are seeking Lead Contracts/Acquisition Specialists with Top Secret/SCI/Polygraphs to join CAMS and become a recognized subject matter expert to the Intelligence Community (IC) by providing contracting and acquisition recommendations, guidance, and support to IC Sponsors.

Key Job Functions:

  • Work in a unique, and fast-paced environment with numerous security constraints and accelerated delivery schedules

  • Ability to solicit and capture technical requirements from multiple key stakeholders with various levels of expertise and translate into a coherent requirements document or SOW

  • Ability to analyze technical requirements, identify gaps and provide recommendations to the Sponsor to ensure they obtain the right expertise and communicate effectively with industry

  • Assess, recommend and develop acquisition strategies to mitigate risk and improve efficiencies in the acquisition process

  • Document and present, defend, and reconcile analytical results to both MITRE management and Sponsor personnel

  • Work as an acquisition expert to assist the Sponsor in developing requirements and acquisition documentation including Statements of Work (SOW’s), Source Selection Plans, Sole Source Justifications, Sections L&M, etc.

  • Support various large and complex acquisition and requirements developments efforts in a security constrained environment

  • Apply highly effective customer service skills and work effectively with teams to foster a collaborative work environment

  • Apply leadership skills and the ability to manage competing priorities, multiple tasks and work requirement

  • Participate in and facilitate source selections and support analysis and evaluation of proposals, as required.


Required Qualifications:

  • Minimum of 8 years of experience in the defense or intelligence acquisition or program management field

  • Knowledge and experience with the government acquisition process

  • Demonstrated skills and experience in presenting analytical results both verbally and in writing

  • Proficiency with MS Office tools

  • Understanding of the acquisition process and cycle

  • Understanding of systems engineering processes

  • Demonstrated skills and experience in precisely and concisely communicating and defending complex analytical results verbally and in various forms of written products

  • Candidate must possess a current TS/SCI clearance with poly to be considered for this position.

Preferred Qualifications:

  • Experience as a U.S. Government Contracting Officer Technical Representative (COTR) is highly desired.

  • Experience with classified acquisitions is desired.

  • Experience in some technical engineering domain.

Minimum Qualifications:

  • BS and 8 years related experience.
