Do you want to contribute to a high-impact team supporting an exciting new project? This individual will lead key acquisition initiatives to help modernize a critical IT system for a dedicated law enforcement sponsor. The individual will work side-by-side with members of the law enforcement sponsor’s team. The individual must have excellent sponsor engagement skills and be able to support and lead important acquisition tasks in an incremental software development effort. The individual will be responsible for providing technical evaluation, expertise, guidance and support throughout the acquisition lifecycle; coordinating outcomes with the project lead and sponsor; and participating in a wide-range of programmatic planning and execution tasks for the project.

Key Functions
  • Provide support for procurement and source selection activities, to include (but not limited to) the creation of acquisition documentation and participation in the source selection process.

  • Produce acquisition related materials that enforce agency standards for the selection and procurement of IT products and services.

  • Provide technical evaluation, expertise, guidance and support for award selection.

  • Support the development of the source selection evaluation criteria.

  • Review and evaluate submitted proposals. 


  • Provide risk management assessment and capacity planning support.

  • Coordinate key acquisition activities with Contracting Officer, Contracting Officer’s Representative, and/or technical teams.

Qualifications

Required Qualifications
  1. Strong oral and written communication skills

  2. Experience with IT systems acquisitions

  3. Demonstrated experience with all facets of the government source selection process

  4. Demonstrated experience developing acquisition documents such as Acquisition Plans, Statements of Work, Source Selection Plans

  5. Ability to effectively assess a wide range of programmatic factors that may impact an acquisition and provide mitigation strategies to overcome those obstacles

Preferred Qualifications
  1. Master’s Degree

  2. Eight (8) or more years of direct acquisition and/or contracting experience

  3. Recent and relevant acquisition and/or contracting certifications and/or trainings

  4. Experience working in support of the law enforcement community

  5. Understanding of Agile software development and/or acquisition methods for migrating an IT implementation in stages

  6. Experience with various contracting types, to include those requiring Award Fee Plans

Minimum Qualifications

1. BS and 8 years experience
