MITRE's Software Engineering Technical Center (T850) is seekinga Division Chief Engineer (CE) to join our leadership team. The Division CEwill work in partnership with the Technical Director to ensure execution of ahigh-impact, high-quality software engineering work program that achievesimportant sponsor outcomes. The Division CE makes critically needed technicalcontributions, provides thought leadership, develops and executes technicalstrategy that informs discretionary investments to support and anticipatework-program shaping, pushes innovation into the work program to transform it,collaborates across the CE corps to achieve increases in efficiency andeffectiveness, develops an exemplary technical reputation inside and outside ofMITRE, and helps to develop and mentor the next generation of technicalleaders.

RESPONSIBILITIES:

Technical Strategist, Leader, Advisor, and Contributor.

–Support all facets of T850’s technical contributions to allof MITRE’s FFRDCs.

–Serve as a senior technical advisor for key areas of thedivision’s work program working closely with Program and Portfolio Divisionleadership teams, and sponsors.

–Provide key technical voice for the Program and PortfolioDivisions.

–Lead and participate in high-impact, high-visibility workefforts (e.g., Red Teams, Independent Technical Assessments, Special Studies, and/orlonger-term work assignments) that substantially inform key sponsor decisionsand enable key sponsor outcomes.

–Create, maintain, and lead the Software Engineering TechCenter’s technical strategy and plan, working in partnership with the TechnicalDirector to ensure alignment with each of MITRE’s Portfolios’ Strategies.

–Guide technical investments, initiatives, and developmentof staff skills, division capabilities, and labs. Oversee lab investments andmanagement.

-Operate and evolve T850’s software factory used to buildMITRE prototypes, perform quality assessments on contractor code, and torefactor existing code bases from government Programs.

TECHNICAL QUALITY LEAD:

–Ensure execution of a high-impact, high-quality workprogram that achieves important sponsor outcomes

–Create, maintain, and lead the program division's technicalquality program. Implement and execute division-wide continuous improvementpractices incorporating developmental approaches.

–Provide technical thought leadership and collaborate withProject Leaders, Department Heads, and Department Chief Engineers to ensurework is delivered with substantive technical content and sponsor value.

–Shape software architectures and designs at program/projectinception to facilitate high-quality, high-impact, technical work.

–Initiate and/or lead independent technical assessments ofprojects of concern or opportunity.

–Create and execute technical review and peer reviewprocesses to ensure that the right level of technical vetting is performedthroughout the product development life-cycle.

INNOVATION LEADER:

–Bring the world to bear (academia, industry, otherFFRDCs/Government labs, etc.) to bring the best solutions to sponsors andenhance technical quality and impact of MITRE’s delivery.

–Drive innovation into the work program by leveraging andinforming the MIP, facilitating engagement between MITRE researchers andrelevant sponsors, and overseeing the transition of MIP research results tosponsors to address mission outcomes in conjunction with the T850’s TechnicalIntegrator ITI).

–Establish partnerships with Technical Center Leadership toensure technical center subject matter experts are properly leveraged in theshaping and execution of the program division's technical quality program.

AUTHORITIES:

–Call for a technical review on any of the division'sprojects at any time, and halt the delivery of any division technical productthat is deemed sub-standard.

–Serve as signature authority on key high-impactdeliverables.

–Exercise budgetary authority over division's capabilitydevelopment and labs funds

–Prioritize the Division’s Lab and Capital Investments andwork with Corporate Lab Council(s) for appropriate resourcing of theseinvestments.

–Work with the TD to prioritize division's MIP proposals andportfolio's problem market contributions.

–Make decisions for program and portfolios within context ofEngineering Council initiatives.

–Provide key input to the Technical Director to ensureTechnical Staff “end-of-year” RRB-index are consistently evaluated across theProgram Division.

–Provide key input to the Technical Director to ensure allProgram Division staff are properly represented across the Program Division.

–Provide recommendations and key input to the TechnicalDirector for any potential promotion action for staff on the “Technical CareerPath” and serve on promotion advisory panels across the corporation asnecessary.

Qualifications

REQUIRED SKILLS:

–Post-graduate degree in an applicable discipline and 15years of related experience.

–Detailed knowledge software engineering and computerscience disciplines.

–Active TS/SCI required for this position.

–Demonstrated technical leadership in a relevant domain.Demonstrate a standard for rigor, following the data where they lead (fierceobjectivity), asking penetrating technical questions rather than acceptingconventional wisdom or compelling rhetoric.

–Proven track record in evaluating and shaping researchprograms.

–Experience in the application and oversight of qualityprograms.

–Demonstrated ability to develop trusted relationships andwork collaboratively across MITRE and sponsor organizations.

PREFERRED SKILLS:

–Excellent oral and written communications skills includinga demonstrated ability to work autonomously and as a member of a highlyeffective technical team.

–A sense of urgency to address current and emerging missionchallenges

–Ability to quickly come up to speed on new technologies,acquisition programs, policies, and processes.
