Join MITRE’s Intelligence Integration department and work in partnership with government agencies to plan and execute the acquisition of complex, IT-enabled capabilities. Members of our department work on integrated project teams, providing guidance on and assistance with acquisition strategies, acquisition lifecycles, acquisition program office organizational design and operations, specifications of products and services, source selection activities, and post-award contract administration and performance monitoring.

The ideal candidate will be a highly motivated individual who can work across multiple stakeholders in the DoD and Intelligence Community - interacting directly with military, civilian government, and MITRE personnel across a wide range of ranks and levels of seniority, working across multiple government organizations.

Key Functions:

  • Support the formulation and execution of program level acquisition strategies

  • Identify and develop mitigation strategies to address program risks throughout the acquisition process

  • Refine and validate requirements

  • Assist with the development and execution of Market Research strategies including the development of Requests for Information (RFIs), the planning and execution of Industry Days and one-on-one meetings with industry

  • Write acquisition related documentation such as Mission Needs Statements, Acquisition Strategies and Plans, Acquisition Program Baselines, Source Selection Plans, Quality Assurance Surveillance Plans, Contract Administration Management Plans

  • Work closely with the customer to support the development and execution of source selections

  • Write solicitation documentation such as Statements of Work (SOWs), Performance Based Work Statements (PBWSs), Statements of Objectives (SOOs), Instructions to Vendors and Evaluation Factors for Award

  • May be required to facilitate source selections and support the analysis and evaluation of contractor proposals

  • Assess acquisition systems and operations and recommend improvements


  • Help solve major post-award acquisition problems

Qualifications

Required Qualifications:

-CI Polygraph

-Demonstrated experience with defining requirements, developing acquisition strategies and plans

- Demonstrated experience preparing planning documentation such as acquisition plans, source selection plans, and risk management plans

- Writing solicitation documentation such as sections of Request for Proposals (RFPs) and Statements of Work (SOWs)

- Serving as advisors during Source Selections

- Supporting analysis and evaluation of contractor proposals

- Assessing risks of contractor proposals

- Assessing and mitigating risk in acquisition programs

- Knowledge of Federal Acquisition Regulation (FAR) and DoD Directive 5000 Series

Preferred Qualifications:

BS or MS a minimum of 5 years of general acquisition experience, preferably in the information technology arena.

Minimum Qualifications: BS and 3 years related experience.
