Key Functions Analysis, design, and development of distributed information systems, and associated systems engineering processes
Assessment of opportunities for interoperability and horizontal integration
Develop solutions and recommendations in three key areas:
o Functional analysis to include the analysis of current and future operations, workload flows and volumes, user/system interactions, training, information needs, performance support system requirements, and other resource requirements
o Impact analysis include estimation of time and resource requirements for development, operation, training, and ongoing performance support, transition planning, benefit analysis, risk analysis, and migration analysis
o Architectural analyses include development of operational, system, and technical architectures; development of hardware architectures and configurations, operational scenarios, and component specifications; identification of software functionality and complexity, assessment of system transactions and response measurement, and sizing of hardware, software, and databases. Architecture analysis also includes data and databases, global access to decision support information, distributed system interfaces and system interoperability
Required Education/Experience: BS and 5 years of related experience or MS and 3 years of related experience or PhD and 1 year of related experience
Desired Education/Experience BS MIS, Systems Engineering, Electrical Engineering, Systems Engineering, or related IT degree; MS preferred. Broad experience across the systems lifecycle with a minimum of 7 years in requirements engineering, systems analysis, systems architecture development.
Required Skills: Minimum of 13 years in requirements engineering and business and systems architecture for complex systems development for medium to large sized projects (with at least 6 years dedicated to large scale projects).
Desired Skills Candidate will exhibit leadership qualities, have prior experience working with senior management to find solutions for internal and external customers, and be able to lead and mentor other team members
Candidate should have knowledge of large scale government programs; experience with strategic planning and program development is strongly preferred
Experience with Systems Integration, including: COTS integration, SOA (Service Oriented Architecture), requirements, and system architecture design
Experience with several of the following technologies and tools: Mainframe and distributed systems (JEE/Wintel), Portal Platforms, Enterprise Application Integration (EAI) Utilities, Middleware, Enterprise Resource Planning (ERP), Financial Systems, Healthcare Systems or Rational Unified Process, and Systems Architect
Strong experience in solution development and implementation
Travel Statement * This position will require local travel in the Washington, DC metropolitan area and overnight travel up to 10% of the time.
