Purpose MITRE is seeking an HR Business Partner Manager to provide strategic and operational HR leadership and consultative services to the Command and Control Center (C2C). You will engage directly with senior leadership to develop and execute HR programs and initiatives that align closely with the Center's business and people strategies and serve as the primary focal point for all Center HR initiatives working with engineering staff.

Key Functions 1) Support C2C as the HR Business Partner Manager, with accountability for all HR-related programs and support activities; support the key business objectives for the Center; actively participate in Senior Management Team meetings and regular operations reviews
2) Develop and implement Center HR strategy in the areas of talent acquisition, employee assimilation, workforce levels, employee engagement, and effective performance management
3) Responsible for developing and administering key HR analytics and metrics to guide and inform workforce decisions
4) Proactively identify HR topics related to C2C workforce and collaborate with C2C Sr. Leadership Team to develop and implement appropriate strategies in alignment with the Center's business objectives
5) Actively monitor and engage with Sr. Leadership Team on workforce levels and develop effective strategy and processes to adjust levels to meet customer requirements
6) Manage and develop a team of exempt and non-exempt HR professionals in delivery of high-quality HR support, including recruiting, promotions, transfers, compensation administration, employee relations, and employee engagement
7) Work in partnership with the Center's Organizational Effectiveness Consultant
8) Operate as a member of a broad and integrated Corporate HR management team to coordinate and integrate activities and approaches to workforce planning across the enterprise
9) Adapt and implement enterprise wide HR initiatives and represent the Center in helping to shape enterprise-wide HR programs
Required Education/Experience: Bachelor's, plus 15 years experience, including 5 years of managerial or supervisory experience in job-relevant work experience
Desired Education/Experience • Graduate degree, e.g., Master’s in Business, HR Management or related profession preferred
• A minimum of 15 years of experience in two or more specialized HR areas such as Recruiting, Employee Engagement/Relations, Compensation, Performance Management, Organization Development, with at least 3 years delivering HR support to executive level
• At least 5 years in a managerial role of exempt-level professional staff
• SPHR certification preferred
Required Skills: • Demonstrated ability to act and be perceived as a strategic partner and trusted advisor to executive level. Ability to operate with a high degree of autonomy in execution and follow-through on HR initiatives.
• Significant experience managing employee relations issues with specific expertise in workforce adjustments
• Broad-based HR policy and practice experience across several areas of expertise, including staffing, affirmative action, compensation and benefits, employee development, and employee relations
• Proven familiarity with recruiting strategies in highly technical organizations, including staff planning, sourcing, and effective staff utilization
Desired Skills • Prior HR management experience in a technology intensive environment preferred
• Organizational assessment, change leadership, facilitation and consulting skills
Travel Statement * This position will require occasional overnight travel to other MITRE locations 10 to 20% of the time.
