Key Functions As a Principal Enterprise Services Architect you will collaborate with stakeholders from private, federal, state and local sectors and be responsible for many of the following activities:
Developing trusted strategic partnerships with key clients, senior leaders and stakeholders
Helping senior leaders to define the vision and determine the direction of change through a period of historic government transformation.
Overseeing the capturing knowledge of the services that currently enable essential government functions and core competencies
Overseeing the assessment of the alignment of services with desired business/mission strategies and objectives, concept of operations, business processes, roles, organizational structures and technology standards
Guiding the definition of alternative services needed to accomplish the transformation
Overseeing the implementation of a roadmap for transformation from the current to the future state of enterprise services
Overseeing the development of the necessary programs and projects for implementing change and executing agency transformation
Directing forums, conferences and other means for cross-agency and multi-agency collaboration.
Required Education/Experience: BS and 7 years of related experience or MS and 4 years of related experience or PhD and 2 years of related experience
Desired Education/Experience BS with 15 years or MS with 12 years demonstrated practical experience implementing enterprise level service architectures and solutions,
Extensive experience with multiple federal departments or agencies. Federal experience can be augmented with non-federal government and industry experiences
Expert knowledge of technical systems lifecycle and related development and deployment of supported services and solutions
Expert knowledge of the reporting and governance structures and processes for Enterprise Architecture, including EA Program Management Offices, CPIC, FEA Reference Models, OMB and GAO maturity assessments.
Expert knowledge of analysis, systems design, full life cycle development and fielding of large scale business applications
Expert knowledge of organizational change management, performance management, federal investment and acquisition or program/project management a plus
Required Skills: Ability to communicate effectively with client including senior leaders and stakeholders, particularly on the subjects of enterprise and service architectures
Expert knowledge of one or more enterprise architectural frameworks or methodologies
Ability to guide others in the design of a detailed service architecture linking services to the business architecture and defining measures for success
Ability to work cross agency projects and bring various stove-piped missions to a collaborative relationship
Ability to guide others in developing architectural products related to the one or more of the following activities: business strategy, organizational change, investment planning and acquisition strategies, enterprise performance management, systems development, program or project management.
Ability to initiate and manage a multiple tasks or assignments
Ability to work with little to no supervision or review of work
Ability to work as a lead a high performing team
Demonstrates expert insight, ingenuity, initiative, creativity and productivity
Demonstrates flexibility, adaptability and ability to deal continuously with work in ambiguous situations
Expert in writing, verbal and other presentation skills
Desired Skills Insight into complex, large-scale, adaptive enterprises and systems
Insight into of multiple views of an enterprise including business, information, service, technology/standards and performance views
Expertise in enterprise architectural processes: elicitation, modeling, business process and service design, governance, compliance, assessment, presentation
Insight into transition planning, system development lifecycles and fielding of large-scale business applications
Demonstrates expert use of architectural tools and methods
Expert in the use of standards used in Federal government, including frameworks such as Federal Enterprise Architecture
Travel Statement * This position will require local travel in the Washington, DC metropolitan area and overnight travel up to 10% of the time.
