Job Title Technical Director, PACOM Cyber War Center

Purpose Provide operations research analysis expertise for HQ PACOM/J73Q in the areas of training-test-experimentation-innovation, cyber ops, program development, and modeling &amp; simulation (M&amp;S).
This position is located at PACOM’s Pacific Warfighting Center at Ford Island (Joint Base Pearl Harbor-Hickam) and Camp Smith, HI.
Security Clearance Level SCI
Key Functions Apply operations research / systems engineering expertise across a broad spectrum of cyber ops to create the PWC’s Cyber War Center.

Establish a multi-level-security program/infrastructure to enable cyber ops concept development, experimentation-testing-training, technical &amp; operational demonstration, and mission rehearsal.

Embrace CJCS directive to incorporate realistic cyberspace conditions into major exercises.
Operationalize integrated cyber space opportunities.

Leverage Live, Virtual and Constructive and other simulation-based technologies to enable realistic C4I systems integration &amp; stimulation.

Leverage distributed networks/systems (e.g. JIOR, DREN, JTEN) to integrate additional operators, partners, and capabilities.

Conduct rigorous data collection and analysis to validate solutions and support capabilities development.
Required Education/Experience: BS and 5 years of related experience or MS and 3 years of related experience or PhD and 1 year of related experience
Desired Education/Experience MS in operations research, modeling &amp; simulation, mathematics, or related technical field.
Eight years of related MAJCOM, HQ USAF, or DoD experience.
Required Skills: • Expert knowledge and understanding of standard ops research analysis techniques and tools, M&amp;S, distributed simulation, simulation integration, experimentation, test &amp; evaluation, JTCD (joint technology concept demonstration)
• A strong understanding of JCS and Service higher headquarters operation and staff processes
• A strong understanding of DoD’s joint experimentation, wargaming, and warfighter support processes and communities
• A strong understanding of the DoD program funding process
• Well-developed personal communication skills
• Outstanding ability to express new ideas, orally or in writing
• Superior ability to articulate qualitative or quantitative analysis results to support recommendations
• The ability to work both independently and as a team member, and the ability to handle multiple simultaneous tasks &amp; deadlines

• Previous experience briefing at the General Officer / Flag Officer / Senior Executive Service level.

Purpose Provide systems engineering expertise in the areas of mission assurance, network operations, and computer network defense to sponsors in the Pacific. This position is located in Honolulu, Hawaii.
Security Clearance Level SCI
Key Functions Apply systems engineering expertise in the emerging area of mission assurance, applying a broad understanding of Network Operations (NetOps), computer network defense, and risk management. Strong understanding of threats to information systems, as well as strong analytic and and communication skills, are critical to this position. Candidate should be comfortable developing “field-ready” prototypes and frameworks, or working with small development teams to demonstrate proof of concept technologies. The position will involve using and evaluating existing and emerging technologies as they apply to advancing the area of mission assurance.
Required Education/Experience: BS and 5 years of related experience or MS and 3 years of related experience or PhD and 1 year of related experience
Desired Education/Experience MS in technical related field with 3 years of related experience. Analysis and communication skills.
Required Skills: • Thorough knowledge and understanding cyber threats and systems analysis.
• Excellent writing, communication, and briefing skills, the ability to work both independently and as a team member, and the ability to handle multiple simultaneous tasks and deadlines.
• Effectively communicate threats to information systems and their impact to business and mission systems.
Desired Skills • Experience in developing “field-ready” prototypes or working with small development teams to demonstrate proof of concept technologies
• Previous experience working at a Combatant Command (COCOM) or Joint Forces Command.
• Previous experience in working with the intelligence community.

Required Education/Experience: BS and 1 year experience or MS
Desired Education/Experience MS in operations research, mathematics, or related technical field. Eight years of related Joint, Navy, Air Force, or DoD experience. Experience on a major command or staff. Experience with political-military-economic issues of the Pacific.
Required Skills: • Expert knowledge and understanding of standard ops research analysis techniques and tools
• A strong understanding of Joint, Navy, and Air Force warfighting missions and equities in the PACOM Theater
• Working-level to detailed-level understanding of the DOD rapid technology transition process (JCTD, QRF, QRT, JT&amp;E, JCA, JUONS, and WFC).
• Familiarity with EW, targeting, and cyber systems across DOD.
• Well-developed personal communication skills
• Outstanding ability to express new ideas, orally or in writing
• Superior ability to articulate qualitative or quantitative analysis results to support recommendations
• The ability to work both independently and as a team member, and the ability to handle multiple simultaneous tasks &amp; deadlines
